I congratulate Videotel on the production of an excellent training product which underlines the importance of the work carried out by the IMO with the coming into force of the IMSBC Code. In addition, the system enables students to follow-up points with their tutor in one-to-one discussions. Many of the practical exercises are conducted onboard, so as to simulate as real situations as possible. The latest Video on Demand VOD system offers a comprehensive and affordable solution to both on-board crew training and records management aboard ship.

Seagull test can also be, more aptly called the Crew Evaluation Test. It is a specialized set of questions prepared for assessing proficiency of a seafarer in terms of basic marine knowledge. This questionnaire functions as an online assessment tool, prepared in accordance with the STCW guidelines for the seafarers.

The necessity of an effective crew evaluation system such as the Seagull Test can be realized from the fact that there is an acute need for trained and competent staff in the marine industry. This helps in absolute evaluation of candidates for their suitability for the job.

This means, all seafarers will be tested on the basis of same STCW approved criteria, in a standardized manner.

Hence, efficiency of the entire crew evaluation system enhances greatly. This system of crew test cannot be manipulated, and hence offers best results always. What are the kinds of questions that can be asked? Seagull test is one of the most common Seafarers tests being used currently. And that is why there are several Seagull trainings and courses available that can be undertaken by mariners for a better preparation for tests.

Seagull offers several courses dealing with different aspects of marine industry, such as crisis and crowd management, Integrated navigation System and Ballast water management. These courses include both theoretical knowledge and practical exercises to provide maximum exposure to the seafarers.

As such, both aspects of the course are tested during this crew evaluation test. These are some of the questions that can be asked as part of the Seagull crew test. How to prepare for a Seagull test? Since this seafarers test is pretty important, it is prudent for mariners to consider it wisely.

For this particular crew evaluation test, a mariner would need a complete knowledge of all the shipping basics, along with practical training. You might be able to purchase it online or download it for free.

Depending on that, you can take several courses which will acquaint you with kind of questions you could face in the final Seagull Test. These courses offer you both theoretical knowledge and training to handle real life situations. The courses are accompanied with manuals and workbooks that include practice exercises. These exercises serve as practical training for specific situations. Many of the practical exercises are conducted onboard, so as to simulate as real situations as possible.

Hence, one of the best ways to prepare for this crew test is to get as much practice as possible. The results are sent directly to the company in question.

Every industry has its training needs. However the unique operating environment within the maritime sector, particularly on board a vessel, means that new recruits can be faced with a daunting array of training requirements and options.

The Merchant Navy Training Board MNTB has responded to this, working with Videotel Marine International to launch a new familiarisation programme entitled On Board Training which showcases good practice in on board training, describes and illustrates UK training programmes at sea and demonstrates the broad spectrum of training opportunities available to officer and rating trainees.

Founded by the Chamber of Shipping, the MNTB is the authoritative centre of expertise and information on careers, qualifications, skill needs and issues in the industry. It provides education and training frameworks to develop high quality British seafarers who are respected worldwide for their professionalism and skill. The programme is available on DVD accompanied by a Training Record Book which provides guidance for, as well as proof of, the work that trainees are required to undertake and perform competently during their training periods at sea.

This is a crucial element for consideration by the Maritime and Coastguard Agency in their decision whether or not to grant a certificate of competency to a trainee seafarer. The tragedy has again raised issues relating to badly managed dangerous cargoes, particularly when compared with the loss of three similar vessels through cargo liquefaction just over a year ago. We can provide the training and support to help them be sure.

It also impresses on all crew involved the necessity of regular monitoring of the cargo condition within the hold while under passage, which is essential to controlling atmospheres or maintaining stability. The course is aimed at all shipowners and onboard crew who regularly transport dangerous cargoes and is available as a DVD with supporting booklet and an interactive CD-ROM.

This is especially hard to control when contractors and third parties are involved. It raises contractor awareness of safety standards and other issues and ensures a more consistent quality of service among third-party suppliers. Addressing a range of maritime safety regulations, the programme is especially valuable for those joining a ship for the first time, but is targeted at all maritime professionals needing to board or alight from a vessel at sea.

Excellent food hygiene onboard ship is essential. Seafarers live, work and eat in close proximity yet crews often operate in isolation and the consequences of poor food hygiene can be devastating.

However, they face the challenge of finding high quality, flexible and user friendly training that suits the needs of personnel who operate in diverse working environments with unusual working hours.

Videotel Marine International now provides the answer, with the launch of the on-line Videotel Academy MLC 2006 tutor assisted distance learning course, incorporating computer based training CBT , the first programme of its kind in the industry and the only course of its kind to offer real time on-line tutoring across the globe.

However the range of roles and responsibilities held by course participants also demands that the training be flexible and available on demand. Videotel Academy tutor-assisted CBT training perfectly suits those seemingly conflicting requirements by combining distance learning techniques with the traditional advantages of the support and interaction provided by learning in a classroom environment.

It provides the essential knowledge required from those responsible for implementing and ensuring compliance with the standards of the ILO Maritime Labour Convention. Participants will be encouraged to engage in on-line discussions with the course tutor and fellow delegates to pool experience and knowledge. The tutor for the course is David Dearsley who has over 45 years of experience in the shipping industry at sea and ashore, some 25 years of which was working as Deputy Secretary General of the ISF where he was responsible for co-ordinating the global shipowners position on initiating, reaching agreement on and then drafting and developing the text for the MLC.

He has also worked with the IMO and the ILO. Today, Videotel Marine International joins forces with Mines Rescue Marine to launch a brand new training series, Entry into Enclosed Spaces. The programme delivers a hard hitting message to both ship board and shore based personnel that will ensure that when working in enclosed spaces the correct equipment is used and good safety procedures become second nature.

These incidents could have been avoided by an understanding of the dangers of entering enclosed spaces and the critical importance of following proper procedures. We are convinced that the Entry into Enclosed Spaces Training Series will help save lives. For over 100 years, their Mines Rescue Service has developed its specialist skills, experience and knowledge gained from working in a difficult and potentially dangerous environment to effect the rescue and escape of mineworkers from underground.

This experience has proven invaluable in helping to construct the training programme, ensuring it is both realistic and practical. Entry into Enclosed Spaces is launched at midday today onboard the HQS Wellington by Captain Terry Jewell, Master of the Honourable Company of Master Mariners. Milind Karkhanis, Vice President, Videotel Training Services, has been instrumental in working with CDI to develop this project.

This provides a genuine measurement of performance, allowing those fleets demonstrating high quality standards to receive the recognition they deserve. Selection of the Officers is made randomly by computer and the checks are carried out on a one-to-one basis onboard by an Inspector via pre-determined questions programmed into a laptop. A CKP Review Committee has been set up to review the progress, results and statistics of the CKP database on a quarterly basis. Assessments can be set up by selecting questions from an extensive and growing database which, in turn, can then be assigned to selected seafarers.

The assessments are completed on line enabling employers to identify the strengths and weaknesses of their seafarers both prior-to and during employment. LMS is an entirely new concept in maritime training which combines the benefits of computer-based distance learning techniques with the verbal and visual interaction between tutor and student.

Using this system, students can take part in on-line real time tutorials meaning they can benefit from the classroom experience of taking part in discussions with fellow pupils regardless of where they are in the world. In addition, the system enables students to follow-up points with their tutor in one-to-one discussions. Students are provided with a unique log-in name which provides them access to all the resources they need in order to make the most of their learning experience.

Tutorials usually will start at 1200z on the designated day. However, if operational constraints or time-zone difficulties make this problematic, students can log-in at a later time and watch a recording of the tutorial. In this way they can see what their fellow delegates discussed so they do not miss out on the experience. Videotel Academy is introducing a range of new training packages which will offer the services of a qualified tutor to guide pupils through the programme and offer on-line support and guidance and provide feedback on work submitted.

One of the first experts to take part in the programme will be David Dearsley, former Deputy Secretary General of the International Shipping Federation, who will tutor the ILO Maritime Labour Convention Tutor-Assisted CBT Course.

Cleave to the role of Chief Executive Officer. In the new role of CEO at Videotel, Nigel will be responsible for the day to day running of the business as well as guiding future development. He has senior management roles within the shipmanagement industry, working for PB Maritime Services Limited, Dobson Fleet Management and Hanseatic Shipping Company Limited.

Most recently he was Chief Executive Officer of Elias Marine Consultants Limited, providing a broad range of professional services to the wider shipping industry. With his high calibre business thinking and maritime experience, particularly in shipmanagement, he is a welcome addition to Videotel. Nigel will take on the role of looking after our offices around the world and maximising business opportunities. He will also be the lynchpin in customer liaison as he is able to assist clients from a very knowledgeable point of view as he fully understands the business of managing ships as well as managing and retaining crew.

As 2011 dawns Videotel is delighted to announce that more than 52,000 crew and 1,600 ships are now using its webFTA Fleet Training Administrator system which offers an on-line, custom-made solution for keeping track of all training records. It allows access to all training records across the fleet and offers a variety of data assessments tools to make life easier.

It provides an effective way to schedule rank-specific, statutory and non-statutory training, create reports, upload certificates and on-shore data. This simple-to-use system not only saves time tracking crew training and processes audits quickly but also helps show adherence to the ISM Code. WebFTA also allows on-shore training managers to view all ships and see what training is being done and, importantly, what is not being done. On January 1st 2011 the International Maritime Solid Bulk Cargoes Code — the IMSBC Code — officially comes in force.

The IMSBC Code is mandatory under the provisions of the SOLAS Convention and supersedes the Code of Safe Working Practice for Bulk Cargoes BC Code. The Code details how to handle some 150 different types of cargo and to assess their suitability for carriage. It also presents additional information including the Code of Safe Working Practice for the Loading and Unloading of Bulk Carriers BLU Code and makes recommendations on the safe use of pesticides in ships, applicable to the fumigation of cargo holds.

Many solid bulk cargoes have serious risks associated with them that can affect ship stability, cause structural damage or pose health hazards to those on board. The first programme details the IMSBC code, outlines best practices and highlights the group system used to identify cargoes: Group A —cargo that may liquefy and therefore cause stability issues; Group B — cargo that may chemically change to cause explosion or toxic gas; Group C—cargoes not liable to liquefy or cause chemical hazard.

Identification of cargo and an understanding of its properties are key to preventing such accidents. We are pleased to be able to make this vital training series which aims to avoid further fatalities. I congratulate Videotel on the production of an excellent training product which underlines the importance of the work carried out by the IMO with the coming into force of the IMSBC Code.

As shipping enters an era of rising costs and the shipping industry heeds international calls to reduce carbon emissions, this training package equips seafarers with the knowledge and information they need to make energy savings. All these activities are covered in the Videotel training package which is aimed at Senior Deck Officers, Senior Engineers and Environmental Officers.

As fuel costs rise and more legal instruments to regulate emissions are passed, energy efficiency is now more important to the shipping industry than it has ever been. We at Videotel are pleased to be able to help in increasing awareness of energy efficiency measures.

K Lines Ltd to upgrade its existing video and DVD library to the fully loaded Videotel on Demand VOD training systems. The VOD system comprises more than 300 titles that address STCW, and, for tanker fleets such as MOL, is tailored to include training titles that support all 12 elements of the TMSA framework.

We look forward to a long and successful relationship with MOL and are confident that they will also benefit from future developments we have in the pipeline. The seminar, which was held at the Athens Golf Club, was attended by representatives from more than 60 Greek shipowning companies.

They were told in no uncertain terms that while their flag state may not have ratified the MLC once it comes into force, their ships will be subject to inspection by port state control inspectors as if it had. And he will come onboard to see them. If the master does not have them all together in the way the convention wants them, then the ship could have problems.

There is a short test at the end of each module and another test once the entire course has been completed. The CBT contains the full text of the convention and gives guidance as to what flag and port state control inspectors should and will be looking for.

It is a crucial training aid for what will become a cornerstone convention. He was commended for his exceptional bravery at sea. Furthermore, our work to produce relevant training materials enables us to keep up-to-date with latest developments throughout the maritime industry and have significant connections with leading experts.

Videotel TV is a natural step in communicating the interesting and informative developments and opinions we encounter, which we are very pleased to share with the international shipping community.

Videotel also provides tailored training management services.
